Having about 75 rose bushes I may have an idea, It looks like the root ball is getting too hot, I reccommend mulching around the base with some good quality coca mulch. Keep it moist (test the moisture of the mulch by sticking your finger in it)) do not drip water it or allow any water to get on the plant itself. It may also be getting burned because water is getting on it from an automatic sprinkler.
