Why not get someone from the DZ to pick you up or get a taxi. Offer the person that picks you up (and hopefully returns you) some sort of compensation for time and fuel. If it is a small village and the local cops know everyone they are going to know that your friend is banned and want to know why his van is on the road. I had a similar problem when I worked Night Shift. The woman who lived below me used to play Whitney Houstan all day very loud. I tried asking nicely if she would turn it down for a few hours so I could get some sleep, but she wasn't interested. Before I left for nightshift work I placed my Hi Fi speakers face down on the floor and put on a Bruce Springsteen CD (on repeat) and left for work. I only had to do that twice and she got the message. Never heard Whitney again. Good luck with what ever action you take. It's not a bad idea but the Netherlands don't have much experience with having to build dykes that can withstand Hurricane conditions.
