I reread the thread and I don't think anyone suggested it was terrorists - just that it might have been a combustible package. We are all aware there are unethical persons or corporations who would have no qualms with shipping material which is not supposed to be shipped in this manner (remember the oxygen generators). From the photo, the right side fuel tank appears to be intact. The left side is not visible, so if it was indeed a ruptered tank in must have been that one.
