That's where you are wrong. It had nothing to do with EMS having to cross a bridge. EMS would not be crossing a bridge because then they would be going to or coming from NY to attend to a problem in NJ. The lane closures on the NJ side of the bridge affected local traffic to the point where it was a standstill. It wasn't about bridge traffic, it was about everyone trying to get on to the bridge and spilling out into local streets.
