After searching through the owners manual, even though it doesn't specifically address the issue. I'd have to agree with your 2nd option. Looking at the packing photos in the manual look very similar to the one OP posted. OTOH my Wings container has the grommets line up nicely, but it is not a Vision and is 5 years old

Actually I have carried enough gear to go on 2 week trips... It just looks really funny. I've done 900 miles in one day on multiple occasions, that is not very comfy on a sport bike

I'm not weighing in on either side of this argument... but sometimes settling out of court is cheaper than paying the lawyers and helps other things like public relations. Whether your guilty or not, this is a strategy used by corporations and celebrities in the screwed up American legal system.

Doesn't G technically increase as you fall? Mind you it doesn't really ever change very much. Now Terminal velocity decreases with altitude, as a function of air resistance.
