not in school
ect

These are working age able people who have stopped looking because they can not find jobs

It is also interesting you pick just this one topic when....

Home ownership is down
Black teens are seeing their highest unemployment since WW II
Wages are flat
Fewer women are working than in the past
Job growth in less than robust
Fewer small business are being created
More people are coming into this country than there are jobs being created

Agreed. They are out of the work force for all the reasons listed above - school, retirement, jobs that do not pay, wealth etc. These are separate from the unemployed - people who want work who cannot find it.
