I think mostly it exists to produce a few very good cyclists, a huge amount of drunk spectators at bike races, and the beer to keep them drunk. That's about it.

more seriously, this is just the heritage of history (royal families and so on ...)

That whole region serves a very necessary purpose - they are an early warning system in case any large European country gets land grabby.
