So you should compare one urban area to another, not one urban area to an entire country. At 80 gun deaths per 100,000, then 5,400 deaths would represent a population of 6,750,000. (5,400 / 80 X 100,000) The population of D.C. is really only about one-tenth of that. So you're off by a factor of +10. The D.C. murder rate was up to 80 back in the 1990's, but it has since fallen to almost half of that. That's still way above the national average, even though they have a complete ban on handgun ownership.
