Not reporting gifts might fall into that category, but the purpose of that reporting is to prevent corruption, exactly the sort alleged. And tax evasion certainly is a crime. When it's committed by the chair of Ways and Means it comes close to treason. How can government expect the people to pay their taxes when the guy writing the tax code won't?
