He certainly has. Russia under Putin has been involved in more than one conflict where the power of a nuke could have come in handy. But for some reason they have not yet been used.....

The oil patch there was badly burned when they frantically threw money at increasing capacity before the price fell. Sometimes people learn hard lessons and those lessons stick. The price is now high again. For the moment. But there is good reason to believe that supply and demand will come back into balance before huge investments in tight oil production can pay off.

I'm certainly not an expert or even a well studied amature on war fighting. But that would not seem to be a tactical use of a weapon. I am also fairly certain it would result in retaliation of some form from NATO. Because once a willingness to use them in this kind of situation is demonstrated further use would be nearly guaranteed.

But it also would not advance their goal. A tactical nuke would be best used to stop a large force that was advancing on your nation. I can't see any other use and certainly none in this situation.

It became a symbol of the fight for CO2 reduction. As the deniers got more and more ridiculous the warriors did the same. The pipeline if built will replace several trains per day as the transportation method used to get the crude to the Gulf coast. Making the tar sands more profitable. If they are more profitable more will be invested in production. If there is 700K barrels a day available it will get to market one way or another. If there is an energy shortage opposing pipelines will fall out of fashion. Only a few hard core are willing to freeze in the dark to save the planet.

Russia lost control of the Soviet Empire because it was weak and corrupt. Even though it controlled thousands of nukes at the time. It is still weak, corrupt, and poorly governed and not strong enough to take and hold Ukraine. The days of empire are over for all but perhaps China and that is tenuous at best. The Russians do not even have the stomach to cut off the west from its energy supplies because they like the money so much. They will not allow what is left of their nation to be destroyed by initiating WWIII.

Harris is getting good reviews for her performance on the trip to Poland. Mostly for not making errors. But that's what the job is. Get the message out and don't stumble. Easier said than done, it is quite a minefield.
