I even was fooled into voting for Saint Ronald promising to balance the budget.. back when he was pretending to be a fiscal conservative. I was really pissed that Carter had allowed the budget to get out of control after our excellent adventures in the SE Asian War Game and it rose to 700 BILLION dollars. Then Saint Ronald went all stupid and tripled that during his term. But so many still believe in his promises... not in the reality of what he really did and what happened during his presidency. Lower taxes and increased spending. Prior to that, when expenses went up, so did taxes or some other collection method. When things stabilized or were paid off, taxes went down so all stayed in sync. Once that divide was created, additional expense increases and tax cuts had no bearing on each other. Sure, some reps would say "how are we going to pay for it?" But that was never answered as the question was just vilified as opposition to whatever the program was.
