I spoke to LTG Wheeler, Chief of Air Operations for Desert Storm, at Oskosh in 1991 and asked him why we didn't take out Saddam Hussein during Desert Storm. Many of us wanted that to happen and felt cheated of the prime opportunity. His reply was that objective could have been accomplished if it were not for the U.N. Our international agreement and orders were to free Kuwait only.
