Could it be possible to get enough altitude after a base launch to land back at the launch site? This may help a little .... In R/C model jet's they sometimes use plasma bags as bladder tanks similar to your water bag idea. These are more fuel resistant and don't react so much with the kero. Mr Jet-Visa told that he had some minutes of horizontal flight. So he has lost/used some altitude to build his speed. You could read out from his post, that this system was designed to have horizontal flight and not for gaining altitude. I dont think that you can jump from some cliff gain speed and fly back over.... It seems likely that if the power got this high you'd need a bit of help with some type of rigid support structure.
