In that context I think it's the process not the tool. You use a long 2X4 or such and finish the surface by working it back and forth across the top of the forms.

They have other things than a 2x4. There's A-frame screeds and roller screeds. The screed doesn't "finish" the surface. It simply levels the concrete to the predetermined height set by the forms.

Thanks. I should have wiki'd it instead of going with what I remembered. Maybe that's why they fired me.

Vibratory screeds, laser screeds, electric screeds, ice screeds . . . 

 

Fricaseed shreemp, shrimp jumbo, shrimp et tu fe , boiled shareemp, . . . .

It's referred to as the Baader–Meinhof effect or frequency illusion.
