Bad food, and it is super cold inside the cell. I'd kind of like to see some sanction for his refusal, but I'm not too worked up about it. I did find it funny, though, that the licenses issued by the deputy clerks are going to bear Davis' signature. Apparently there were some pre-signed forms from before the kerfuffle.
