BK I have jumped many many times when the winds aloft were over 70 MPH And the speed of the winds on landing were only 5 to 15 MPH.. The shear where those air masses meet gets a bit bumpy.. but its a fun ride. It has zero effect on the skydive.. and little on the canopy ride... especially if you know how to spot for that. There were some unregistered radio towers in the mountains, one of which was used for an identification fix to help locate the jump location. You also need to look at the MONTREAL CONVENTION and its relationship to Project Norjak. This was the focus of the entire operation and the reason the hijacking was allowed to proceed. Review the timeline. It is the backbone of solving the case.

Our FAA official gets selected for a Presidential Task Force to study hijacking. Regulations are written, rules determined, a whole transformation takes place under new FAA management more compatible with the Pilot's Association.
