I don't think this practice is allowed in Canada, although I'm not sure. But I STILL maintain that tips should be optional, and should be for EXTRA good service. Minimum salary in quite a few places (at least Quebec and Ontario) for wait staff is lower than standard minimum wages. This being said, if the service is crap, the service is crap.
