November isn't bad but it gets a little windy sometimes. You should contact Tony at the school (Raeford Parachute Center) and he'll give you the proper skinny on everything. Chuck and I just left Raeford but it's an incredibe place to get your student instruction: friendly, knowledgeable instructors that have been skydiving for many, many years.
