I would not call San Francisco the most liberal city -- but it is one of the most area-constrained ones due to natural features, which makes housing extremely expensive. Kind of like Hong Kong. And according to https://www.bestplaces.net/voting/city/arizona/mesa , Mesa and Maricopa County are considered to be pretty evenly split. I checked some other sites as well, and they say the same thing. If the only people you listen to are conservative, then you're more likely to say that "everyone is conservative." Kind of like how "everyone voted for Trump, I can't imagine how he lost," while listening to Fox and OANN, and hanging out with your similarly-opinioned friends.
