The latter part just described the whole "Occupy" movement. The former (completely off his rocker) part merely describes many participants of the movement.

In that case you should be applauding him.
If he is a member of that group, he feels the government has gone off its rails and is involved in illegal dealings. They feel that the government has come close to a tyrannical government.
This is exactly what the 2nd amendment was designed for.
