Lowest aircraft exit: 400 feet.
Lowest (static line) exit: 116 feet.
Lowest freefall parachute deployment exit: 150 feet
Lowest initiation of deployment: approximately 85 feet
Lowest initiation of deployment at terminal velocity: approximately 250 feet

It's all about packing appropriately for your intended altitude. ;)

About a month ago...

3,000 feet with a 5 second delay....an 5 second PC in tow(no, not a bungee collapsible), and a 500 foot openingB|. As soon as the slider came down and I turned towards the DZ alti was reading 1,500 ft. ...interesting to say the least.

Don't forget earlier discussion on this topic. Where does a BASE jump no longer qualify?
I have jumped an 80 foot bridge with no rig into 20 feet of water. So, technically I could static line or D-bag that height. Then, no altitude matters, only what's below me.
I think TRUE BASE is freefall, and I won't go near 150 feet. You got most of us all there. I don't know that much to understand how to safely go about it. I have heard the stories, and know the spot, yet I still walked away from a PCA there.
Something like: Not worth the pack job. Even if the pack job was ripped apart an hour before hand, fumbled around, and then repacked. I tore it apart the next day in the daylight, and packed it to my liking. So, between the 3 or 4 times I tore apart that pack job, by the time I jumped it, I had about 4 hours into packing it. And a couple of exit points walked away from.

I still think what I said before:

It is no longer a BASE jump when you don't need a parachute to avoid injury.

Over water, I think we've already reached the limit. We can get low enough that a parachute becomes unnecessary. Over hard earth? We've still got a long way to go...
