I'm going to rescind this and apologize for confusing anyone.

I've worked out a series of equations that will lead to an accurate answer here:

T = D/V

Where:
T = Time
D = Distance
V = Velocity (in this case, scalar)

Therefore, we can determine the length of each contestant's race by creating the following equation:

T = (D/V) + (D/V)

Where:
each parenthetical value represents a race segment.

Therefore, if Jack is in a race with 10 mile segments, his equation would read:

T = (10Mi / 30MPH) + (10Mi / 10MPH)

Sandy's equation for the same race would read:

T = 2(10Mi / 20MPH)

We can determine what race length is necessary to produce a tie by setting Sandy's equation and Jack's equation equal to one another, and then solving for the missing distance value:

(D / 30MPH) + (D / 10MPH) = 2(D / 20 MPH)

Solve for D and you have the length of race necessary to produce a tie.

So, the answer is still IMPOSSIBLE TO TELL, but at least now we know why.
