No, over done. The fact is that the true insurgents are a small part of the population. Killing millions to get a few thousand is not a good move. Plus public sentament would turn.

It depends on how one defines "winning". No, seriously. For the US, winning means winning. For terrorists, winning simply means not being annihilated and surviving to fight another day, even if you get your ass kicked today. (Witness Hezbollah in Lebanon recently, case in point.)

Al-Qaida, supported by the Taliban in Afghanistan carried out an attack on the US. We retailated. The Taliban was toppled and Al-Qaida was on the run. We then turned our attentions to Iraq. Al-Qaida was virtually non-existent in Iraq at the time, as Saddam saw them as a threat. We toppled Saddam, but this allowed the entrance of Al-Qaida and on some level, a greater acceptance and support of Al-Qaida from the Iraqis. During our war in Iraq, the Taliban has been regaining strength and has a safe area on the Pakistani border.
To tally that up: Al-Qaida not defeated in Afghanisan and growing in Iraq. If you didn't have a horse in this race, you might think you were losing.

Yep. They've announced they're winning - what? - three times now? We've announced imminent victory at least half a dozen times. It's pretty clear both sides understand the value of propaganda. Unfortunately, all those words aren't doing the Iraqis much good, who are the real losers in this conflict.
