  16. I have a book I would suggest you read. "Guns, Germs, and Steel" by Jared Diamond. It has a hypothesis about why people live where they do. It also was valuable enough of a hypothesis for the CIA to give him a medal for his work on helping them understand certain things.   20. Nobody is paying anyone to do anything, "inherently illegal." It is not "inherently illegal" to be in a protest nor be the first people between a crowd and police. I'll admit the last time I personally witnessed this in DC was decades ago (just a geography situation, I don't live in DC but was covering a few things going on back then). My understanding is it predated that time and continues to this day though. It's extraordinarily common. It is to DC what Central Casting is to Hollywood. It's simply a fact of life in DC as much as the subway or cabs or monuments.
