Go to any DZ; you'll find plenty of people who think the BSR's are dumb and that it's stupid to be able to jump 1001 feet below a cloud but not 999 feet below a cloud. Cloud clearance requirements are federal regulations in the USA. 14 CFR 105.15... The only sure way to survive a canopy collision is not to have one.
