No it was fake witnessing. Everyone at this point, courtesy of news reporting on it knows that he did not have his hands up. The slogan is perpetuated within police shooting protests regardless of it's original veracity. Think what you will of that.

I have to ask, why is this so confusing? If you receive news do a search on a few key words, if the sources before that just reference each other or are just another news report with no actual source then it's probably bullshit. If you search results in several examples of it being debunked then it's definitely bullshit.
