Contrast that with what happened in Canada, where people would stand at all highway overpasses paying their respects, which the family and casket travelled down the Highway of Heroes. Pretty clear Bush didn't want any attention brought to casualties. But, who cares about any of that. This was a general, and there is a very clear and strong tradition of the President attending those funerals. At least that is what I read on a website, so it must be true!!
