There are subtle differences between the China situation and the Russian situation: China is a greater powerhouse, economically, and more difficult to snub. Also there the issue was more of a general human rights issue, whereas in Russia it is pretty specific to LGBT rights. But over all, I tend to agree with you. I doubt the IOC will care.

I think the problem is this: Here we have Stephen Fry with his open letter urging the IOC to do the right thing. But then, in likely many very un-open letters, we have Coca Cola, McDonalds, and all the other corporate sponsors saying "we have put a lot of money into the Sochi games... I think you should let this whole thing slide..."
Of course there is no way to prove this. But I always try to follow the money...
