It's just a WAG.

My -guess- is that it would actually be impossible to crash -every- computer on the planet since some of the military stuff is going to be in EMP proof sites, but the 20 nukes would certainly be enough to crash 99.9% and set the entire world into chaos.

I'm thinking you could probably even cut that number down to 12 and get good global coverage.

I recall reading some stuff several years ago that mentioned something like 15, 100MT airbursts... scary thought!
