Notice how the author only claimed increased alarm and not an actual increase in storms, droughts and heat waves. Also he doesn't address the observed greening of the planet.

It basically says that if the Obama administration had done a correct statistical analysis, they would have reached a negative Social Cost of Carbon (SCC).

Do you who chose the presenters in that hearing? Rep Andy Biggs, chair of this subcommittee who is a staunch climate change denier and began the session with: "The SCC is nothing but a one sided manipulation of parameters to fit the policy driven agendas of the previous administration. These alarmists’ tactics need to stop. Today’s hearing is intended to uncover the real truth and deception behind the SCC."

Dr Dayaratna is employed by the Heritage Foundation, a conservative think tank, not a climate research group with peer reviewed publications.

He was discussing the dollar value applied to CO2 emissions, something used to figure out how much to tax polluters. This was literally a metric of how we evaluate climate change.

Tuesday: OK, so the planet's warming, but it's not our fault.
Wednesday: OK so the planet is warming and it's our fault, but it will all be good!

Which means I guess it's Wednesday.

I wonder what Thursday will bring? Perhaps the old "OK parts of it might be bad, but it's just too hard to change. And China."

2. The degree to which CO2 impacts the climate is unknown, making it a worthless metric for measuring climate change.

So, we should do nothing. Carry on as before. And just hope it works out for the best. Even though if it goes bad it will then be too late and we won't get a do over. Right?

Go read about the entire hearing. I'm not saying CO2 is a pollutant.

EPA chief doubts carbon dioxide's role in global warming

He told CNBC that measuring human impact on the climate was "very challenging" and there was "tremendous disagreement" about the issue.

Mr Pruitt instead insisted that officials needed "to continue the debate" on the issue.

His remarks contradict his own agency's findings on greenhouse gas emissions.

Data released in January by NASA and the US National Oceanic and Atmospheric Administration found that the planet's rising temperature has been "driven largely by increased carbon dioxide and other human-made emissions in the atmosphere".

The two US agencies added that the earth's 2016 temperatures were the warmest ever.

Dear Mr. President:

On 2 March, 2017, members of the MIT Program in Atmospheres, Oceans and Climate (PAOC) sent a public letter to the White House, contesting the Petition I circulated. The Petition, signed by over 330 scientists from around the world so far, called for governments to withdraw from the United Nations Framework Convention on Climate Change (UNFCCC).

Since MIT’s administration has made the climate issue a major focus for the Institute, with PAOC playing a central role, it is not surprising that the department would object to any de-emphasis. But the PAOC letter shows very clearly the wisdom of James Madison’s admonition, in the Federalist, 10:

“No man is allowed to be a judge in his own cause, because his interest would certainly bias his judgment, and, not improbably, corrupt his integrity. With equal, nay with greater reason, a body of men are unfit to be both judges and parties at the same time.”

For far too long, one body of men, establishment climate scientists, has been permitted to be judges and parties on what the “risks to the Earth system associated with increasing levels of carbon dioxide” really are.

Let me explain in somewhat greater detail why we call for withdrawal from the UNFCCC.

The UNFCCC was established twenty five years ago to find scientific support for dangers from increasing carbon dioxide. While this has led to generous and rapidly increased support for the field, the purported dangers remain hypothetical, model-based projections. By contrast, the benefits of increasing CO2 and modest warming are clearer than ever, and they are supported by dramatic satellite images of a greening Earth.

We note that:

The UN’s Intergovernmental Panel on Climate Change (IPCC) no longer claims a greater likelihood of significant as opposed to negligible future warming,
It has long been acknowledged by the IPCC that climate change prior to the 1960’s could not have been due to anthropogenic greenhouse gases. Yet, pre-1960 instrumentally observed temperatures show many warming episodes, similar to the one since 1960, for example, from 1915 to 1950, and from 1850 to 1890. None of these could have been caused by an increase in atmospheric CO2,
Model projections of warming during recent decades have greatly exceeded what has been observed,
The modelling community has openly acknowledged that the ability of existing models to simulate past climates is due to numerous arbitrary tuning adjustments,
Observations show no statistically valid trends in flooding or drought, and no meaningful acceleration whatsoever of pre-existing long term sea level rise (about 6 inches per century) worldwide,
Current carbon dioxide levels, around 400 parts per million are still very small compared to the averages over geological history, when thousands of parts per million prevailed, and when life flourished on land and in the oceans.
Calls to limit carbon dioxide emissions are even less persuasive today than 25 years ago. Future research should focus on dispassionate, high-quality climate science, not on efforts to prop up an increasingly frayed narrative of “carbon pollution.” Until scientific research is unfettered from the constraints of the policy-driven UNFCCC, the research community will fail in its obligation to the public that pays the bills.

I hope these remarks help to explain why the over 300 original signers of the Petion (and additional scientists are joining them every day) have called for withdrawal from the UNFCCC.

We, the undersigned, urge you to take immediate and sustained action against human-caused climate change. We write as concerned individuals, united in recognizing that the science is unequivocal and America must respond.
Climate change threatens America’s economy, national security, and public health and safety1-4. Some communities are already experiencing its impacts, with low-income and minority groups disproportionately affected.
At this crucial juncture in human history, countries look to the United States to pick up the mantle of leadership: to take steps to strengthen, not weaken, this nation’s efforts to tackle this crisis. With the eyes of the world upon us, and amidst uncertainty and concern about how your administration will address this issue, we ask that you begin by taking the following steps upon taking office:
Make America a clean energy leader. The vast majority of Americans - whether Republican, Democrat, or Independent - support renewable energy research and deployment5. Embrace the enormous economic opportunities of transitioning to an energy-efficient, low-carbon society6,7. Use part of your $1 trillion commitment to infrastructure development to expand democratized clean energy, boost U.S. competitiveness, and put America to work8. Since 2008, the cleantech industry has created one out of every 33 jobs in the United States. “Wind technician” is the fastest growing job category in America, and the solar industry has hired more veterans than any other sector9.
Reduce carbon pollution and America’s dependence on fossil fuels. The majority of Americans are in favor of this5. Assure them that the policies helping to cut greenhouse gas emissions, curb air and water pollution, and accelerate clean energy growth, innovation, and jobs - such as the Clean Power Plan, renewable energy tax credits, and auto-efficiency standards - will stay in place. Continued funding and flexibility of federal agencies to address climate change, including the Environmental Protection Agency, the Department of Energy, and the National Aeronautics and Space Administration, are key to achieving these goals.
Enhance America’s climate preparedness and resilience. In the past 5 years alone, storms, floods, droughts, and wildfires caused over $250 billion in damages10. As climate change continues to increase the frequency and severity of these extreme events, so too grows the burden on all taxpayers to pay for disaster relief and recovery3. Help protect and strengthen America’s communities, economy, and natural resources by investing in modern, climate-resilient energy, transport, building, and water infrastructure.
Publicly acknowledge that climate change is a real, human-caused, and urgent threat. If not, you will become the only government leader in the world to deny climate science11. Your position will be at odds with virtually all climate scientists, most economists, military experts, fossil fuel companies and other business leaders, and the two-thirds of Americans worried about this issue1,2,12-15.
Protect scientific integrity in policymaking. During your campaign, you said that your “administration will ensure that there will be [scientific] transparency and accountability without political bias16.” Uphold these standards by appointing scientific advisors, Cabinet members, and federal agency leaders who respect and rely on science-based decision-making. This would exclude many of your Cabinet and transition team appointees to date, who deny the scientific realities of human-caused climate change17,18.
Uphold America's commitment to the Paris Climate Agreement. Reneging from this treaty - the product of 25 years of negotiations between almost every country on Earth - would undermine our best chance to avoid dangerous climate change. It would also poorly represent the American people, the majority of whom support US participation in the Paris Agreement19. The United States will lose its seat of influence at the international negotiating table, and will cede to China, the EU, and other countries its authority as a political, technological, and moral leader20.
You have the support of the majority of companies, military leaders, scientists, engineers, and citizens to respond to the threats posed by climate change by reducing carbon pollution and expanding clean energy. Many of America’s largest cities and states are already committed to doing so21-23. We urge you to decide if you want your Presidency to be defined by denial and disaster, or acceptance and action.

The Paris Agreement (French: Accord de Paris) is an agreement within the United Nations Framework Convention on Climate Change (UNFCCC) dealing with greenhouse gases emissions mitigation, adaptation and finance starting in the year 2020. The language of the agreement was negotiated by representatives of 195 countries at the 21st Conference of the Parties of the UNFCCC in Paris and adopted by consensus on 12 December 2015.[3][4] It was opened for signature on 22 April 2016 (Earth Day) at a ceremony in New York.[5] As of December 2016, 194 UNFCCC members have signed the treaty, 134 of which have ratified it. After several European Union states ratified the agreement in October 2016, there were enough countries that had ratified the agreement that produce enough of the world's greenhouse gases for the agreement to enter into force.[6] The agreement went into effect on 4 November 2016.[2]

I hear Dr. Andrew Wakefield says that they can cause autism. He has an MD and everything.
