My brother in law got back to me. He supervises work crews at the federal prison in Oregon.
It's his understanding that if they were getting estrogen before they went to prison that they continue to give it to them while they are locked up. In 22 years he never heard of someone getting the surgery to complete the job while they were still locked up. The rest of what he had to say about it ill keep between him and myself...

Maybe because its military it'll be different.
If its so important to get this done maybe the tranny community can come together and raise the money to pay for it, including transportation costs to a hospital, US Marshal escort fees etc.
if this was so all important and he's been knowing about it since he was a kid maybe he should have chosen to become a girl instead of going into the military and doing what he did.
Ill put my money on him NOT getting this surgery till he can do it on his own time and dime.

Here's a run down of the cost of this surgery.
It's hard to understand why anyone would think he should be entitled to this or expect someone else to pick up the tab.
I say if he wants to call himself a girl, let him...as long as he can accept that he's going to be a flat chested girl with cock.

This is what I came up with when I googled the cost of this surgery...

New wardrobe.

Breat Augmentation Surgery (BAS) can run $6-9k
Sex Reassignment Surgery (SRS) can run anywhere from $10-27k
Legal costs (name change and birth certificate)

And we haven't mentioned the many other costs you'll pay:
Loss of family
Loss of friends
Probable loss of employment
