So interestingly it looks like they are displaying the sign to indicate they are not here for conflict but to aid negotiation. I always thought white flag meant surrender too [:/] Obviouslly not

I don't think it is a white flag. If you look closely, it looks more like a sun bleached UN blue flag with the UN emblem on it.
