You have to pay a transfer tax and the gun has to be pre 1986, and you need a background check. For silencers you also just pay a tax and get the signature of the local police chief. As far as reason for silencers - how about courtesy? If you are killing rodents or vermin on your property (or farm) it might be nice to be a bit quieter about this. This is very common in some of Europe, I understand. And the assassins have illegal silencers. They are very easy to make. A good legal and cheap alternative is a 22 with CB cap ammo, or subsonic. When I went to USMC bootcamp in November of 93 we started with 70 recruits. 8 were felons told by the judge to join the Corps or go to jail. This is nothing new for the Marines and I completely support this method of rehabilitation. Incidently all 8 of those recruits graduated where we lost more than half of our platoon to either injury, failure, or voluntary drop. I don't believe it was ever policy for the Marines to allow tats below the sleeve. If memory serves, it was overlooked for a time and too many young Marines were taking advantage of it which lead to a crackdown by command. Don't know for sure though. Really? As a child I was allowed to drink wine in Catholic church. Also, I understand that Native Americans are allowed to take peyote. So religion does trump law in some cases.
