IPC Subcommittee announces potential rule changes for 2003

The next annual meeting of the International Parachuting Commission
(IPC) is scheduled for February 2003. The Brazilian city of Fortaleza
will be hosting the convention. The representatives of the member
countries will consider future competitions and rule changes in
February. Traditionally, there are no significant changes to be
expected for Formation Skydiving competition when the World
Championship is scheduled for the same year. In 2003, the world meet
will be hosted by France in Gap in September.

Fiona McEachern, Chair of the IPC Subcommittee Formation Skydiving,
has collected and sorted feedback from competitors, organisers, the
jury and the controller at this year's World Cup of Formation
Skydiving in Spain and now informed the public that the following
items have been placed on the agenda for Formation Skydiving at the
IPC meeting in Brazil:

Item 1
Live dubbed judging will become optional. This will decrease the long
waits experienced at Ampuriabrava by videographers. During the
competition, some judging from tapes was done anyway as it proved
impractical to judge all by live dubbing.

Item 2
Allow the Videographer to examine the video before dubbing and in
the case where two cameras are used, decide which tape to submit.

Item 3
Team composition: The Videographer will become part of the team (one
of the 6 in 4-way and the 10 in 8-way). A male Videographer will be
allowable in the Women's 4-way event. An NJ will remain as now.

Item 4
Training jumps: Teams wishing to have a training jump judged will
have to inform the judges of their intent. Teams will be able to
record on video which of the training sequences they are performing
and not have to manually inform the Chief Judge. At present, judges
spend a whole day waiting for tapes of training jumps. Very few teams
submit these jumps.

Item 5
Ensure a team cannot enter both the 4-way and Female 4-way event.

Item 6
Re-examine the number of teams that compete in semi and final rounds.

Item 7
Examine and possibly change the system of deciding jump order.

Item 8
A future proposal, that will not be decided upon in 2003, wants all
rounds to be six points, using the entire dive pool over ten rounds.

McEachern offers interested competitors to provide the committee with
any comments or concerns directly at [email protected].

The IPC rules are specifically for application at the internationals
events sanctioned by the IPC (World Championship, World Cup).
However, usually the national skydiving organizations organizing
Formation Skydiving competitions (as USPA, BPA, NSL) adopt the rules
directly from the IPC, at least for their championship events. Many
nations and organizations modify the rules on a lower level to
accommodate the novices in the sport.

It would be so cool to be the guy who wins a gold medal in women's formation skydiving. Kind of hard to explain to wuffos, though, without getting some funny looks.

#1 -- Yea! I love the opportunity to to live dubbing, but I hate the lines if it's mandatory.
#2 -- Yea! Finally, somebody get's it! That's why we're wearing two cameras -- it's called a backup!
#3 -- I thought that was the way is it being done right now?
#4 -- Makes sense. I'd like to see an official practice day, but that's not always possible.
#5 -- Makes sense, but is a detriment to women's issues.
Better yet would be to eliminate the class altogether.
#6 -- Let everybody compete in all rounds. It's just silly to travel to an event and not.
#7 -- A "big deal" for media, but in reality a non-issue.
#8 -- Will kill all random rounds. Maubeuge's record will stand forver.

1. don't care as long as this years nationals does not happen again. I like to know how I stand. before I go to bed.

2. Good idea. But don't let it take to long.

3. For the Nationals yes...but not IPC.

I still think the womens thing is stupid and degrades women, but if it has to exist they should have to have women video people. I talked to McEachern, and quote:
"A female videographer of the same caliber may not be available".....So now females can't be as good as men in video? this subject kills me.

4. They have an offical practive day Quade, but most teams dont use it and the judges sit around all day with nothing to do....This says if you want to use them you have to tell them. That way if there is nothing to do the judges can go home.

5. I agree with this, if you want to play all female then you should not be allowed to play on the mixed teams either...again, I think Female 4way is stupid as hell. Were is womens LIB????

6. Yeah let them jump.

7. I like this, it adds to the event....Jump them in reverse order for the last 2 jumps.

8. I hate this rule.

Now I might have completely interpreted this wrong, but I did not read that it had to be a block added to make it a 6 point dive, They just said 6 points, so can that not mean it could be a 6 point random dive? I know the rules are not written like that but if you change it to have 6 pts in the rounds that should also imply that a change in a possibility of 6 point random would then exist??

Just a thought.

OK, now lets think about this. They are mandating 6 points on every round. So the pure randomness of the jumps go away. So they are going to mandate 6 points. So if you drew 5 randoms then obviously the next point is going to be mandated another RANDOM to make it 6 points. IE you draw just from just the randoms, not the blocks. So if you draw 5 randoms you automatically get a 6th random. Because you cannot have 5 or 7 point skydives. That is what I was getting at. If the likely hood of getting 5 randoms in a row in a draw then under the new rules you will get a 6 point random dive. There is no difference it just wont be a true random draw, it will have some engineering to it (NSL does that some with their draws).

Competition rules are never stupid, they're just something extra to deal with. The team that copes best... wins.

Agreed. The rules are just a part of the game. Unfortunately, changing the rules can also change the game, so, you end up with funky asterisks in the history books and can't really compare the accomplishments of teams over the long course of time.

What's amazing to me are the number of competitors that don't even read the rules.

I mean, how can you cheat if you don't know the rules? ;)

That applies to life, not just skydiving. And I would change "cheat" to "win".:)

Competition Rules

Practicing in a wind tunnel after the draw is made will not be allowed (Section 5 rule 5.2.1) - ok

Review the double bust rule where it applies to randoms and NJ situations. (4.7.3) - ??

Change finals to include 10 teams for round 9 and 6 teams for round 10. Teams now seem very close in the final rounds. In 2003, only two points separated the two teams in 3rd place from the team in 5th after 9 rounds in 4-way open. (6.3.8.4 & 6.8.3.5) - no opinion

Clarify the definition of a placing and a ranking. - ???

Review the responsibility of catching the exit of a team on video. At present, if an exit is missed, this is an NV and a rejump can result. However, now the Videographer is part of the team, so the exit may be regarded as the videographer’s responsibility, just as in Canopy Formation rules. Now the Videographer is part of the team, it was thought that this is not an NV and it was the responsibility of the team (including the Videographer) to present the exit to the judges. (3.3.2) - I had no idea, thoughts

In a similar way, since the Videographer is part of the team, can an NJ still apply in the middle of a jump? - this ties closely to the double bust and whether to remove it - frankly, a bust is a bust, why treat differently?

Review the time frame for the female event to have a female Videographer. At present, this is as follows: 2004 the female team may have a male Videographer, but they will not receive a medal, and from 2005 no male Videographers are allowed. Some competitors had reservations about the ability of a videographer to train to an acceptable standard in this time frame. (6.3.6.2 & 4.1) - I don't think a separate class is the right thing to do. But if we must, apply it to all 5 teammates

Discuss the possibility of introducing a way to correct/alter/change a given score on a certain point in a situation, that judges call an 'absolute' which has been missed. This could also apply to a bust given wrongly. - ???
