What is this "front pack"?

In the movie "Drop Zone", first time Leedy (sp.?) is forced to make his tandem jump (and land on the deck) he is wearing a pack on his belly. I have seen this pack in other movies, too. What's in it? A life vest? Any ideas? Similar pack is worn in the movie by Jan Davis "Over the Edge" , when they land on the island.

I believe (and someone correct me if I'm wrong) that that was just a pack that he kept his laptop compt in and his other gadgets for when they were breaking into the building....probalby just practicing with it on!!! .........On a side note does anyone else no who leedy was..........none other than MR. NOODLE on ELMOS WORLD!!!!!!!!! (hey I got a 2 yr old ok)........He also played in The Green Mile as Edwar Delequar (sp) Pretty good actor!!
