when it's actual spending, yes. When it's an estimate of future costs, not so much. Then it's not really an increase, just a bad starting estimate. It may point back to problems with how this turkey was rushed into passage, but again, a 5% change in a forecast is not surprising. a 100% increase is, and suggests hanky panky in the prior estimate.
