I guess my question would be why don't the other govt agencies do the same? __ Unlike other government agencies which get money by asking for it and spend at least what they get so they don't take a cut the next fiscal year, the USPS is funded by user-fees and therefore needs to keep costs in check to balance its budget. Well, actually they are all looking at re-vamping their pay/benefit/retirement including the military ( I received a .pdf in an email a few days ago from one of my former officers, but it's too large to upload here).
