Decisions in big cases are often made through the prism of what gets him re-elected, rather than what the law says or what is right. Charges in cases where there is a controversy are dropped all the time, even when IA and grand jury find no wrongdoing by the officer. Hell, the reality is charges are dropped all the time even when there is no controversy and it's an airtight case.
