Andy9o8 0 #7 October 6, 2006 This is essentially consistent with what I keep saying all along: suspected terrorists in custody are either combatants subject to the guidelines of the Geneva Convention, or criminal defendants subject to due process of law under the civilian criminal laws of one or more nations, and/or under an international court of justice. There is no "third category", despite the Bush Administration's attempts to fabricate one where one does not exist. The article proposes to define terrorism "as an international crime that could be prosecuted before the International Criminal Court".
