Exceptions to the higher age limit may be permitted if the person has previous recorded parachute experience. Higher age limits for Student Tandem Parachutists may be acceptable (see BPA Form 115 – Student Tandem Parachutist Declaration of Fitness to Parachute/Doctor’s certificate).' Is all I can find regarding age. It doesn't appear to rule out tandems for under 16, just solos, as far as I know all UK BPA DZs require at least 16 though. "This isn't an iron lung, people.
