best encoder for AVCHD to DVD for highest possible quality?

Hi!
We are just beginning to edit in Vegas Pro 10 w/ PA2, (still working on the automation though).
Right now we're having a difficult time finding an encoder that can match the quality of the .mov file encodes we did with fcp/toast. Although I love the idea of burning from the timeline, it seems that it is not as good a quality encode as it is when we actually render a file to the hard drive and then encode to disk. Even burning a standalone version and then converting it to mpeg2 as it burns to the disc is not as crisp as we'd like to see it. Any suggestions to to get the best quality final output of our AVC HD footage to DVD? What codecs/settings are people using on here for great results?

FWIW, we work on a PAL timeline with both PAL and NSC footage (one or the other not mixed).

That alone indicates the biggest part of your problem. You're compressing media and then recompressing it. Encode it for DVD straight from the timeline.
The Vegas encoder is the same encoder (exactly, no mods at all) used by Sony Pictures Digital for commercial DVD encodes. Same one that comes in the BluPrint software, too (20K$ package) In other words, it's a very good encoder unless you spend $$ up for Cinemacraft.

But...the templates aren't optimized for AVCHD to DVD, especially in PAL. Takes some customizing to make them great starting with project settings.
