Trying to add picture to my icon

Alright, so my file is too big to use as an icon.... how do I make it smaller??

Use your favorite photo/image editing program, personally I'm fond of Photoshop, but use what you like. Edit the image to the correct size (65x75), feel free to crop out the extra stuff (bording scenery, etc) that makes the pic hard to see at that size. Then save with the appropiate Jpg compression to make your image 9kb or less.
