AOPA ePilot Special Airspace Bulletin June 26, 2003
----------------------------------------------------------------

A special notice to AOPA members in California

==> ATTENTION PILOTS <==

FAA TO ACTIVATE 30-NM TFRs OVER LOS ANGELES AND SAN FRANCISCO
AOPA is sending this message to advise you that the FAA will establish
30-nm-radius temporary flight restrictions (TFRs) over Los Angeles and
San Francisco when President Bush travels to the cities Friday,
June 27.

AOPA continues to lobby for more reasonably sized presidential movement
TFRs, absent a specific and credible threat. The association maintains
almost daily contact with the FAA, the Transportation Security
Administration (TSA), and officials responsible for the president's
security.

The San Francisco TFR will be in effect from 11 a.m. to 2 p.m. local
on Friday and prohibits general aviation aircraft within a 7-mile radius
of the SFO VOR-DME's 161-degree radial at 0.9 miles (essentially on San
Francisco International Airport). The Los Angeles TFR will be in effect
from 2:15 p.m. to 9 p.m. local on Friday and prohibits aircraft within an
8-mile radius of the LAX vortac's 351-degree radial at 7.6 miles (near the
UCLA campus).

Between 7 and 30 nm from the center of San Francisco TFR and between 8 nm
and 30 nm from the center of the Los Angeles TFR and below 18,000 feet of
both, flight operations are only permitted for ingress or egress. Aircraft
must be on an active IFR or VFR flight plan with a discrete transponder
code assigned by air traffic control, and maintain two-way radio
communications. The notam says that air traffic control may authorize
transient operations. The FAA also notes that the Los Angeles Special
Federal Aviation Regulation 51 regarding VFR flight is subject to all of
the restrictions.

The impacted landing facilities for San Francisco are San Francisco
International (SFO), Metropolitan Oakland International (OAK), Half Moon
Bay (HAF), Hayward Executive (HWD), San Carlos (SQL), Buchanan Field (CCR),
Palo Alto Airport of Santa Clara County (PAO), Livermore Municipal (LVK),
Norman Y. Mineta San Jose International (SJC), and Reid-Hillview of Santa
Clara County (RHV).

The impacted landing facilities for Los Angeles are Santa Monica Municipal
(SMO), Los Angeles International (LAX), Jack Northrop Field/Hawthorne
Municipal (HHR), Burbank-Glendale-Pasadena (BUR), Van Nuys (VNY), Whiteman
(WHP), Compton/Woodley (CPM), Zamperini Field (TOA), El Monte (EMT), Long
Beach/Daugherty Field (LGB), Fullerton Municipal (FUL), and Agua Duice
Airpark (L70).

Pilots are strongly encouraged to check notams prior to all flights as
changes have occurred with many of these presidential notams. See AOPA
Online for the full text of the San Francisco notam
( http://www.aopa.org/whatsnew/notams.html#3/5062 ) or the Los Angeles
notam ( http://www.aopa.org/whatsnew/notams.html#3/5039 ).
