Patriotic homework!

1) It's "misprision". Concealing a treasonous act, which is different than "not informing" is a codified actual law.

2) "Patriotism" is an emotion and is not quantifiable and can be used by anybody for any reason. But I think that in the case of the generally accepted level of patriotism, one would never try to prevent the discosure of a treasonous act.
