TITLE II—TRANSPORTATION AND DOMESTIC FUEL SECURITY PROVISIONS

This is another carryover from earlier legislation that has been enhanced to make it better looking and less partisan. Complex and lengthy it is generally a good re-write in my opinion.

By striking ‘‘cellulosic biomass ethanol’’ each place it appears and inserting ‘‘cellulosic biofuel" they made a fig change. Biofuel means Biodiesel as well as ethanol (any bio liquid fuel really)

Why this is a big deal is that it applies aid to the biodiesel industry. This has enormous implications but not something to discuss here. It is a very good thing.

This isn't an Apollo Program deal but it is a move in the right direction. It extends the program beyond the original legislation.

It does not give credits to fuels produced outside the USA.

It also extends/provides tax credits for plug-in electric drive.

It adds oil shale and tar sands to the bill. Again, this is a major effort to bring oil production on shore. (Google Green River Basin and Bakken). There are technology issues, but this is a good first step.

Something for the bicyckers too but I didn't read it.
