A USB vidcap device should come with editing software. I got a used one and downloaded everything I needed from the mfr's website.

A capture card is indeed more elegant, but is also much more expensive.

You'll need a CPU running 500 Mhz or higher in any case; vidcap is processor-intensive.

A video capture card will do the trick, but they are expensive, you have cheaper alternatives such as USB devices for example (like this one), which is great if you have WinXP (you can capture using MovieMaker which is part of the OS), also WinME.

Also, Video capture cards (PCI based) are also cheap and very good, you can look at the ATI-TV Wonder VE which goes for ~$40
