Qustion for Army 92R JAI Rigger.

I saw a recent you tube video with CDS being safety tied from anchor cable to D-bag with one turn single 80 pound.
The question I must ask is this required for C-130 CDS drops? and what is the real purpose of this tie?
This is not a normal skydiving question but a regular Army / Air Force Rigging question.

Do you have a time mark on what you are referring to? All I am seeing is where they are dummy cording the clevices and clevice pins. The last part of the video shows the pin dummy corded with a piece of gutted 550 cord. Are you talking about the piece of 80lb at the 1:36-1:40 mark?
