What is this thing in this Airbus 380 picture?

It's called a trailing cone, used in flight test to Measure Air speed. It helps validate the the ADC (air data computer) system. Used only larger aircraft. I work for Boeing, see them only in flight test

So the website says it has to be trailed 1 fuselage length back... Do they "pay it out" on a line or something - as the photo shows it close.

they reel it out once airborne in to clean air, then real it back in when it's time to land. When the 777 was being tested at Edwards, I've seen it reeled out a long way behind it doing touch and goes.

That's Evergreen Airlines' 747 modified for firefighting. It is dumping water in that video, but can also drop slurry ... a mixture of water and fire retardant. It is still going through certification. I've seen it flying and doing practice drops out of the old CIA base near Marana.
