Somebody realizing they have had too much to drink, calling 911, and pulling over to wait on the cops can be a lot of things but stupid is not one of them. I would call it taking responsibility for your own actions, good or bad.

Why not pull over and just sleep it off? Unfortunately that's not legal, but it seems smarter than to start driving.

I guess in some states it's illegal to pull over, but if I'm driving, and start getting tired, and a rest area is not coming up for awhile, I'm pulling over and taking a quick nap.

Calling the cops on herself instead of calling a friend? Not the smartest thing but smarter than continuing to drive. Drunks usually don't make decisions half as intelligent as she did.
