  1. sure, why not Well, it MIGHT be okay, and it's better to be sorry than safe, right? So why waste time inspecting it?
  2. How badly damaged? What kind of debris blew into it? Got photos?
  3. It all depends upon condition. If it's 20-years old but little used, it could be in perfect condition. Have a rigger inspect it and give you his opinion, before you buy it. A seller who advertises that it "seems to be" in good condition, and it's made for small perople "I think", is something to be wary of. That's why you want an independent expert to tell you for sure.
